الملخص
سهم القطاع الخاص بخلق عمليات التنمية الاقتصادية ويعد احد ابرز سبل النهوض بالواقع الاقتصادي لا سيما في البلدان التي تعاني من تلكؤ القطاع الحكومي والمشاكل التي ترافقها من عجو الميزان التجاري وضياع الموارد الاقتصادية، وقد ركزت الدراسة على المعوقات التي تقف في طريق تقدم القطاع الخاص وتم التوصل الى ابرز استنتاج وهو ان الاقتصاد العراقي يعاني من غياب المناخ الاستثماري الملائم والمشجع للعمل والمتمثل بالقوانين والإجراءات والوضع الأمنية والفساد الإداري و...الخ وهو ما حال دون النهوض بالواقع المنشود للقطاع الخاص ،هذا كما قدمت الدراسة مجموعة توصيات كان ابرزها وجوب سعي الحكومة لحث القطاع الخاص نحو القطاعات ذات الاستثمار الحقيقي كالصناعة والمقالع والزراعة لما لها اثر في تقليل الاستردادات وسد الحاجة المحلية وتقليل العجز في الميزان التجاري والترشيد في العملة الصعبة.
