دور إدارة المخاطر في تحقيق الجودة الشاملة - دراسة استطلاعية في شركة نفط البصرة

الملخص
هدفت الدراسة إلى بيان الدور الفاعل الذي تؤديه إدارة المخاطر في تحقيق الجودة الشاملة، وتأتي أهميتها العلمية من منظورين. الأول باعتبار أن إدارة المخاطر والجودة الشاملة يشكلان ركيزتين أساسيتين تستند إليها المنظمات من أجل تحقيق أهدافها وتعزيز مكانتها في سوق شديد المنافسة. أما المنظور الثاني فيأتي من أهمية المجتمع الذي أُجريت فيه الدراسة (شركة نفط البصرة)، ولما لها من أهمية اقتصادية على المستويين المحلي والعالمي. حيث بدأت الدراسة بجملة من الاستطلاعات والمقابلات أجراها الباحث مع عدد من المسؤولين في المجتمع الذي أُجريت فيه الدراسة بغرض وضع تصور لبيان المشكلة تمهيدًا للدراسة بجانبيها النظري والعملي. وقد تم تقسيم الدراسة إلى أربعة فصول. في الفصل الأول، تم إعداد المنهجية العلمية للبحث واستعراض بعض الدراسات من أطاريح ورسائل وبحوث علمية أُجريت في مجالي الجودة الشاملة وإدارة المخاطر، والتي تمت الاستفادة منها بشكل كبير في الجانب النظري الذي كان من نصيب الفصل الثاني. وقد تناول أهم المفاهيم والمبادئ والأسس العلمية التي من الممكن أن تساهم بتمكين المنظمات من إدارة جميع المخاطر التي تقف عائقًا في بلوغ أهدافها وتحقيق الجودة الشاملة. أما الجانب العملي فكان من نصيب الفصل الثالث، حيث تم فيه التأكد من صدق واتساق البيانات وإجراء التحليلات الوصفية انتهاء باختبار الفرضيات. وقد تمت الاستعانة بعدد من البرامجيات معدة لهذا الغرض وهي (SPSS V.26, JASP V.19, AMOS V.24, Excel). تم تطوير فرضيتين رئيستين تفرعت كل منهما إلى أربع فرضيات فرعية، وقد استخدم النهج الاستطلاعي. وفي ضوء هذا النهج، أُخذت عينة بشكل قصدي متمثلة بالموظفين العاملين في الهيئات والأقسام الحاصلة على شهادة (ISO) عن طريق توزيع (400) استمارة، بلغ عدد المرتجعات (346) استمارة، منها (12) استمارة غير صالحة و(334) استمارة صالحة تم معالجة بياناتها. أما الفصل الرابع فكان بمثابة مرحلة قطف الثمار لهذه الدراسة، حيث تحقق الغرض منها، ألا وهو إثبات الدور الفاعل الذي تؤديه إدارة المخاطر في تحقيق الجودة الشاملة، بالإضافة إلى عرض عدد من الاستنتاجات تمخضت عن الجانب النظري وعدد من المقترحات التي يرى الباحث أنها تساهم في بلوغ الأهداف المؤسسية وتضيف قيمة معرفية للمعرفة الموجودة.
