تقييم السياسة الاستثمارية في العراق: مقاربة قانونية واقتصادية

الملخص
هدف هذا البحث إلى تحليل وتقييم السياسة الاستثمارية في العراق من جوانبها القانونية والاقتصادية، مع التركيز على مدى قدرتها على جذب الاستثمار وتحقيق التنمية المستدامة. استند التحليل إلى دراسة قانون الاستثمار رقم (13) لسنة 2006 وتعديلاته، ومقارنتها بالنتائج الاقتصادية الملموسة وصلت الدراسة إلى أن هناك فجوة ملحوظة بين النصوص التشريعية والتطبيق العملي، تُعزى بشكل رئيسي إلى البيروقراطية وضعف أنظمة الحوكمة. لتحسين البيئة الاستثمارية، يقدم البحث مجموعة من التوصيات، من بينها تبسيط الإجراءات الإدارية، تعزيز دور النافذة الواحدة، زيادة الشفافية، وترسيخ الاستقرار القانوني بهدف تحويل السياسات الاستثمارية إلى أدوات فعّالة لتحقيق النمو الاقتصادي..
