أثر العوائد النفطية على بعض مؤشرات التنمية المستدامة في العراق دراسة تحليلية بعد عام 2003

تحتل العوائد النفطية أهمية كبيرة بالنسبة للكثير من الاقتصادات المتقدمة والنامية على حد سواء ، وكذلك الحال بالنسبة للدول المنتجة والمستهلكة ، فالدول المنتجة العوائد النفطية تسهم في تمويل الموازنة العامة وتحقيق النمو والتنمية الاقتصادية وتحسين مؤشرات التنمية المستدامة. اذا تم استخدام هذه العوائد بشكل جيد ، اما بالنسبة المستهلكة فأنها تستفيد من المنتجات النفطية باستخدامها كوقود ومواد أولية في الصناعات البتروكيمياوية أي أنها تسهم في انتاج السلع والخدمات التي تسهم في تحقيق التنمية الاقتصادية والاجتماعية ، وتتجلى أهمية العوائد النفطية في العراق من خلال دورها في تمويل الموازنة العامة وخاصة في جانب الإيرادات العامة ، وذلك لكون القطاع النفطي هو المهيمن على الأنشطة الاقتصادية اذ يشكل بحدود ثلثي الناتج الإجمالي وبحدود 95% من مجموع العوائد المالية الحكومية وبحدود 98% من أجمالي الصادرات العراقية الكلية ، وفي هذا البحث سوف نستعرض إمكانية استثمار العوائد النفطية في تحقيق وتحسين مؤشرات التنمية المستدامة .
