اقتصاديات التحويل الصناعي للريع النفطي وتحليل كفاءة بناء الهياكل الإنتاجية (دراسة مقارنة بين العراق والمملكة العربية السعودية والنرويج)

الملخص





الملخص: يتناول هذا البحث تحليلًا مقارنًا لاقتصاديات تحويل الريع النفطي إلى قاعدة صناعية منتجة في العراق والمملكة العربية السعودية والنرويج خلال المدة (2005–2025)، بهدف تفسير اختلاف نتائج التنمية رغم تشابه المورد النفطي. اعتمد البحث على منهج تحليلي مقارن مدعوم بأدوات كمية شملت مؤشر كفاءة التحويل الصناعي للريع النفطي  (IRTIER)، ومؤشر هيرفيندال-هيرشمان (HHI) لقياس تنوع الصادرات، ونموذج الانحدار الخطي (OLS)، ومؤشر الادخار الحقيقي المعدل (ANS). أظهرت النتائج أن العراق حقق أدنى مستوى لكفاءة تحويل الريع إلى صناعة (0.072) مع استمرار التركز الشديد في الصادرات (HHI=0.843)  وادخار حقيقي معدل سالب (-8.4%)، في حين سجلت السعودية تحسنًا كبيرًا في كفاءة التحويل الصناعي بفضل سياسات رؤية 2030، بينما حققت النرويج أعلى مستويات الكفاءة والاستدامة بفضل جودة المؤسسات والصندوق السيادي والانضباط المالي. كما أثبت نموذج الانحدار وجود أثر سلبي معنوي للريع النفطي على نمو الصناعة التحويلية، مقابل أثر إيجابي قوي لجودة الحوكمة والاستثمار العام غير النفطي. ويخلص البحث إلى أن نجاح تحويل الريع النفطي إلى تنمية صناعية مستدامة يعتمد على جودة المؤسسات وتكامل السياسات المالية والصناعية أكثر من اعتماده على حجم الموارد النفطية.
