دور الإدارة الآمنة في تطوير أسطول النقل البحري من خلال المتغير الوسيط إدارة التعاقدات (بحث استطلاعي في الشركة العامة للنقل البحري)

الملخص
تمثل الإدارة الآمنة دورا مهماً وبارزا في تطوير اسطول النقل البحري العراقي للبضائع من جهة , ومن خلال ادارة التعاقدات الخاصة بالنقل البحري , من جهة اخرى ، وذلك من خلال الوظائف المتعددة التي تشغلها الإدارة الآمنة. فمنذ أن زادت أهمية النقل البحري وتعقدت مشاكله ، اصبح الاهتمام بمعادلة البحث عن حلول المشاكل التي تواجهه تشغل الباحثين والمشرعين من مختلف الدول, سواء على المستوى الوطني أم الدولي ، وبهذا يهدف البحث الى معرفة تأثير الإدارة الآمنة البحرية على تطوير النقل البحري لعينة البحث بتوسيط ادارة التعاقدات . وقد تمثلت مشكلة البحث في محدودية الممارسات الإدارية الآمنة , والتلكؤ والابتعاد عن المفاهيم الادارية لمتغيرات الدراسة , على الرغم من ممارستهم لها. وبهذا , فقد اعتمد الباحث المنهج التحليلي الوصفي في إنجاز البحث عبر استهداف عينة من المستويات الإدارية والفنية للإدارة الآمنة في شركة النقل البحري التي تمثل مجتمعا للدراسة ، اذ بلغ حجم العينة (218) شخصاً , وزعت عليهم استمارة الاستبيان باعتبارها الأداة الرئيسة للبحث من أجل جمع المعلومات والبيانات .
