اثر العقوبات الامريكية على المصارف العراقية في تداول لغير العراقيين في سوق العراق للأوراق المالية

الملخص
فرضت الولايات المتحدة الأمريكية في تاريخ ( 19 /7/2023 ) عقوبات على 14 مصرفا عراقيا منها 13 مصرفا مدرجا في سوق العراق للأوراق المالية لمنعها من تداول الدولار الامريكي تشكل هذه المصارف المعاقبة والبالغة عددها 13 مصرفا نسبة (29.5%) من اجمالي المصارف العراقية المدرجة في سوق الاوراق المالية والبالغ عددها 44 مصرفا وتشكل ما نسبته (48.3 %) من اجمالي المصارف الاسلامية والبالغة عددها 29 مصرفا ، فضلا على انها تشكل نسبة ( 19% ) من اجمالي المصارف الاهلية في العراق والبالغ عددها 74 مصرفا . تهدف الدراسة بتحليل اقتصادي وقياسي إلى بيان اثر العقوبات الامريكية على المصارف العراقية الثلاثة عشرة المدرجة في سوق العراق للأوراق المالية في التداول لغير العراقيين في سوق العراق للأوراق المالية. ولتحقيق هذا الهدف استعمل الباحثان بيانات اسبوعية لمدة 55 اسبوعا اي من تاريخ 20 11/ 2022 ولغاية 1/2/2024 منها 30 اسبوعا قبل تاريخ فرض العقوبات و 25 اسبوعا بعد فرض العقوبات .
اعتمدت الدراسة البحث عن اثر العقوبات الامريكية على المصارف العراقية من خلال استعمال نموذج الانكسار الهيكلي ( breaking test Chow) اذ لابد ان ينعكس اثر العقوبات في انكسار معادلة الاتجاه العام ، وتوصلت الدراسة الى ان العقوبات الامريكية على المصارف العراقية قد ادت الى انخفاض المتوسط الاسبوعي الى عدد الاسهم المتداولة وقيمتها لغير العراقيين -شراء. يوصي الباحثان بدراسة اتخاذ بعض الإجراءات من قبل البنك المركزي بحق المصارف العاملة في العراق والتزامهم بالقوانين والمعايير الدولية وذلك لكي نجنب المصارف مخاطر العقوبات الامريكية.
