للإنفاق الحكومي العام أثر كبير في تحقيق عدد من الأهداف التي تسعى الدولة إلى الوصول إليها. وتندرج تلك الأهداف تحت مسميات تحقيق التوازنات الاقتصادية أو معالجة الأزمات الطارئة والاختلالات التي تتعرض لها القطاعات الاقتصادية. وتتحقق تلك الغايات أو الأهداف من خلال إنفاق الدولة على مختلف الأنشطة الاقتصادية والمرافق العامة، سواء أكانت خدمية أو إنتاجية. ويكون تأثير الإنفاق الحكومي العام مباشرًا على مؤشرات النمو الاقتصادي، ومن ضمنها مؤشر الناتج المحلي الإجمالي، ومؤشر متوسط نصيب الفرد من الناتج، ومعدلات نموهما. لذلك، ركز البحث على تحليل وقياس أثر الإنفاق العام الكبير في إحداث تطورات على مستوى النمو الاقتصادي في العراق، وقياس مدى إسهامه في تحقيق معدلات تنمية اقتصادية ضمن المدة المذكورة
